His descriptions of "fundamental" and "universal" consciousness map more or less to what I said in another thread about atomistic or field based versions of neutral monism.
Not sure about information complexity being enough to complexify consciousness. That's possible, but moot. I'm inclined to believe that self-organization is one of the essential actions of this Fundamental, if not THE essential action, and thus whether it is possible to organize it from the outside as it were, in attempting to build an A.I. for example, is a question that does not immediately answer itself and can't be taken for granted.
